  • EOA-2: Bell's Healdsburg Ambulance Service is the exclusive provider of emergency ground ambulance service. EOA-2 includes the Town of Windsor and City of Healdsburg as well as a number of adjacent uninorporated communities and rural areas of Sonoma County.

July 2024-June 2025 EOA-2 Compliance Report

Response time standards are an important ambulance performance measure, but not the only relevant (or important) measure. Over the next year, the County will continue to work with our EOA providers to implement clinical performance and quality of care measurements.

 Local EMS Agency and  EMS System Assessment Reports

Reports are periodically completed by outside experts after assessing the EMS Agency and/or the EMS system as a whole. These reports help the Sonoma County Department of Health Services (which operates the LEMSA) understand Agency and system perfomance, identify challenges and successes, and become better informed regarding improvement actions.These reports may be informative for EMS system stakeholders and participants as well. 

 Cardiac Arrest Registry for Enhanced Survival

CVEMSA hosts the office of the statewide CARES Coordinator for California. CARES is a repository of data collected in a regimented format allowing for comparative analysis of EMS system performance. CARES is a nationwide project that allows local EMS systems and states to compare local results to other jusristictions over time.
